Governance, by its very nature, has never been easy in history. What was, however, singularly striking in a democratically elected UPA (II) government (2009-2014) was the public perception that it was utterly rudderless and self-seeking whose sole aim was to make as much good money as possible and to pass time for the Congress' younger leadership to take the centre stage of political power. I had predicted in my commentary-cum-review (Mumbai Mirror, Monday, October 3, 2011, page 22) that UPA II will run its full term as there is no political force strong enough to dislodge it from power.
